I think Andy was trying to say he didn't want to listen to what people had to say about what they think he should do with his life. Andy wants to join the Navy. Navy officers tell him to do a duty and he does it. Like Andy said, discipline and structure is what they are giving him. Andy's parents have been telling him what to do with himself forever and they always fuck up everything and then he is worse off than before. That's why, I think, Andy said he didn't want to listen to people trying to run his life. Andy the Navy officers don't "run" your life. YOU decide to go there, they just tell you to run, shoot, and kill! (and in the navy's case, swim.) L took that quote out of context.
